Big English clubs had expressed interested in the 19-year-old, including Liverpool , Manchester United and Manchester City.
However, as United ruled out their interest following a report he may increase in weight Manchester City need a replacement for the departing Vincent Kompany.
And according to Balague, the Reds are already having talks to bring him to Anfield;

Should he join Liverpool, De Ligt would partner with fellow Dutch centre-back Virgil van Dijk to make the Reds’ rearguard even more formidable.
